Pokemon SoulSilver. I NEED HELP ASAP!!!?

Okay, so I have all 8 badges in the Johto Region amd I defeated the Kimono girls. They said that they were going to the Whirl Islands so I went to the Bell T0wer. I need a rainbow wing but i don' t know where to find it. I looked it up but it said go to the Pewter City in the Kanto Region. I have no idea how to get there. The only way I know how to get there is to surf the lake/ocean in New Bark Town. I tried that but Ethan/Lyra won't let me surf. He/She says: Hey! Where do you think you're going? So I tried to skip the Bell Tower and go to the Whirl Islands. I searched through them but I didn't find anything there. What do I do????? I can't figure it out. Please help me ASAP!!!!!!!!
